David Smith Moving on from ICPI-NCMA After a Legendary Career

David Smith, ICPI-NCMA VP of Research and Development, Pavers has announced his intentions to leave the association that he helped build. His last day with the organization will be September 9.

Through Smith’s storied 29-year career at ICPI, he worked closely with many organizations and government agencies to advocate for interlocking concrete pavement as a durable and functionally superior pavement system. As Smith would put it, his work has been focused on the one goal of “institutionalizing” segmental concrete pavements systems.

In 1994 when ICPI was established, Smith filled the sole staff position and as the activities of the association grew, so did the staff, allowing Smith to focus on the technical aspects of interlocking concrete pavement.

Over time other segmental pavement systems were added like concrete grids, concrete slabs and permeable interlocking concrete pavement. In recent years Smith has filled the role as staff liaison to the ICPI Technical Committee and the ICPI Foundation Program Committee.

Smith has been involved in several notable projects that have set the industry on a path of continued growth, including ASCE 58-16, ASCE 68-18. The ASCE Permeable Pavement Manual, ASTM C1319, ASTM C1645, and ASTM C1782.  He served as editor and writer of the Interlocking Concrete Pavement Design magazine, editor of The Paver Trilogy: Pattern Language of Concrete Pavement, Backyards and Boulevards, Patios, Driveways and Plazas. In 2006, he served as the organizer for the 8th International Conference on Concrete Block Pavements in San Francisco CA. He was the creator of the Concrete Paver Installer course and certification, Commercial Installer Course and PICP Installer Course. And over his career, he has assisted members with thousands of projects by providing technical support and third-party credibility.

Smith has been a champion educator and guru to the industry. Smith leaves the association in good hands, with Robert Bowers, VP of Engineering, Hardscapes and the Hardscape Technical staff to continue moving the association’s mission forward. We wish David the best of luck as he joins another company within the concrete industry!
